		<description>Good luck. Korea is very homogeneous ethnical identify first country of which collective superiors individuals. Qausi-Lockean notion of property exists but property and money are seen to be evils demorizing forces to human conscious. Thousands of years of proctectionism (not just of economics, but of culture too) have confined Koreans to become closed minded about thinking for themselves. I forced myself to be served in army by government for 2 years like a prisoner. But I am hopeful that freedom message will reach here as well. Until then, I am a crazy person here, an ideologue, a dreamer, a nothing.</description>

This heavy-handed government &#039;support&#039; of the Korean film industry is one of the main reasons why we have to wait so long for good films to get here (and why some aren&#039;t shown at all). What is the result? The illegal production and distribution of pirated films on a grand scale.

This is isn&#039;t unlike the education industry, where government meddling only encourages unethical business practices (as you point out).</description>

And so, discouraging Free-lancing foreigners is really another form of Protectionism. The same reason why Chevrolets are as rare as hen&#039;s teeth. 
They could just as easily provide a legitimate means for Foreign native English teachers to become licensed and independent. But they don&#039;t and they also don&#039;t properly oversee the Private institutions which have widely differing standards and very little effectiveness in helping their students actually master the Language.</description>
